ORDINANCE NO. 25-05
AN ORDINANCE AMENDING
THE MEMORIAL HOSPITAL REDEVELOPMENT PLAN
TO ENABLE DEVELOPMENT OF AFFORDABLE HOUSING
WHEREAS, on September 6, 2018, the Township of Mannington designated the 118.25+/- acre parcel of land located at the intersection of Woodstown Road (N.J.S.H Route 45) and Pointers-Auburn Road (Salem County Route 540), currently designated as Block 53, Lots 4 and 23 on the Mannington Township Tax Map, as an “area in need of redevelopment” pursuant to the Local Redevelopment and Housing Law, N.J.S.A. 40A:12A-l, et seq.; and
WHEREAS, on February 17, 2019, the Township of Mannington adopted a redevelopment plan for the designated area (the “Redevelopment Plan”); and
WHEREAS, pursuant to the Redevelopment Plan, the area in need of redevelopment consists of three Redevelopment Sub-Zones:
- The Prime Redevelopment Sub-Zone, which consists of approximately 49 acres within Lots 4 and 23 with frontage along Route 45. The northern portion of this sub-zone includes the Memorial Hospital of Salem County complex, and an existing Surgery Center and Medical Arts Building associated with the hospital. The southern portion of the sub-zone consists of approximately 25 acres of agricultural land.
- The Agricultural Sub-Zone, which consists of approximately 44 acres of agricultural land within Lot 4 located to the south of the Prime Redevelopment Sub-Zone.
- Open Space, which consists of approximately 26 acres of wooded land within Lot 23 located to the east of the Prime Redevelopment Sub-Zone with frontage along Dubois Road.
AND WHEREAS, the Township of Mannington’s 2025 Fourth Round Housing Plan Element and Fair Share Plan dated June 6, 2025, which was adopted on June 18, 2025, and endorsed on June 30, 2025 (“HPE/FSP”), includes a commitment by the Township to amend the Redevelopment Plan to enable the development of affordable housing, consisting of 12 affordable family rental units and 14 affordable assisted living residences, in the Prime Redevelopment SubZone, in a manner that is unified with, and complementary to, the existing hospital facilities; and
WHEREAS, the amendment to the Redevelopment Plan, a draft of which is included in the HPE/FSP, but which has since been finalized for adoption, is entitled “2025 Amended Memorial Hospital Redevelopment Plan, Mannington Township, Salem County New Jersey, dated September 2, 2025, prepared by Clark Caton Hintz, 100 Barrack Street, Trenton, NJ 08608” (the “Amended Redevelopment Plan”); and
WHEREAS, the Mannington Township Committee now desires to adopt the Amended Redevelopment Plan as contemplated by the HPE/FSP;
NOW THEREFORE BE IT ORDAINED, by the Township Committee of the Township of Mannington, in the County of Salem, State of New Jersey, as follows:
- The 2025 Amended Memorial Hospital Redevelopment Plan, Mannington Township, Salem County New Jersey, dated September 2, 2025, prepared by Clark Caton Hintz, 100 Barrack Street, Trenton, NJ 08608, is hereby adopted to replace the previously adopted February 17, 2019 redevelopment plan.
- The Mannington Township Acting Clerk is directed to give notice of this Ordinance pursuant to N.J.SA. 40:55D-15 to the Clerks of all municipalities adjoining Mannington Township and to the Salem County Planning Board at least ten (10) days prior to the date scheduled for hearing on the adoption of this Ordinance.
- If any section, paragraph, subsection, clause or provision of this Ordinance shall be adjudged invalid by a court of competent jurisdiction, such adjudication shall apply only to the section, paragraph subsection, clause or provision so adjudged, and the remainder of the Ordinance shall be deemed valid and effective.
- Any article, section, paragraph, subsection, clause, or other provision of the Mannington Township Code that is inconsistent with the provisions of this Ordinance is hereby repealed to- the extent of such inconsistency.
- This Ordinance shall, following adoption and publication in accordance with the laws of the State of New Jersey, take effect immediately upon its filing with the Salem County Planning Board pursuant to N.J.SA. 40:55D-16.
NOTICE
Notice is hereby given that the foregoing proposed Ordinance No. 25-05 was introduced and passed on first reading by the Township Committee of the Township of Mannington, County of Salem, State of New Jersey, at a regularly scheduled meeting held on September 4, 2025. A second reading and public hearing on the foregoing Ordinance will be conducted by the Township Committee at a regularly scheduled meeting to be held on October 2, 2025 at 5:30 p.m., in the Mannington Town Hall, 491 Route 45, Mannington Township, New Jersey, after which the Ordinance will be considered for final passage
