Take Notice that the following entitled Ordinance was introduced and passed on first reading at a meeting of the Township Committee of the Township of Mannington in the County of Salem and State of New Jersey on February 5th, 2026, and will be considered for final passage after a public hearing at a meeting to be held by said Township Committee at the Mannington Townhall, 491 Route 45, Mannington, New Jersey 08079 on March 5th, 2026, at 5:30 p.m. The title of said Ordinance is as follows:

An Ordinance Amending The Mannington Township Code To Repeal Chapter 46, Article Iv “Development Fees”; To Repeal Chapter 89, Article Vi “Municipal Housing Liaison”; And To Enact New Chapter 4 “Affordable Housing”
The purpose of the Ordinance is to amend the Mannington Township Code to include a new Chapter 4 based on the “Model Affordable Housing Ordinance Guidance Document” (“model ordinance”) that has been drafted by the New Jersey Department of Community Affairs (“DCA”) as a sample municipal ordinance integrating the applicable provisions of the Uniform Housing Affordability Controls (“UHAC”) promulgated by the New Jersey Housing and Mortgage Finance Agency at N.J.A.C. 5:80-26, et seq.; the amended Fair Housing Act at N.J.S.A. 52:27D-301, et seq.; the Fair Housing Act regulations that have been promulgated by the DCA’s Division of Local Planning Services (“LPS”) at N.J.A.C. 5:99, et seq.; and the statutorily-upheld existing regulations of the former Council on Affordable Housing (“COAH”) at N.J.A.C. 5:93 and 5:97, with the understanding that the model ordinance is not intended to interpret or supersede UHAC, and to repeal Mannington Township Code Chapter 46, Article IV “Development Fees”, and Chapter 89, Article VI “Municipal Housing Liaison”, which are no longer valid under current law and/or would be in conflict with, or redundant to, new Chapter 4.

Also, copies of the Ordinance are on file for public inspection, examination and acquisition at the office of the Township Acting Clerk, Amber Ayars, at her office in the Mannington Townhall, 491 Route 45, Mannington, New Jersey 08079, between the hours of 9am a.m. to 11:45 a.m. and 1:00 p.m. to 3:45 p.m. Monday – Thursday (excluding holidays). Members of the public may obtain copies of the Ordinance without cost from the Township Clerk, before and after final adoption.
